The exposure of the transactions at Manila and of

the local firm's connection with them has made an un-

fortunate impression in Japanese circles here, though

all the British fins, most of which are business

competitors of the Wuriu Shokwal, acquit the latter

of any attempt at improper dealings,

With regard to the notification mentioned above,

the Customs authorities are willing to accept bank

guarantees from all the local British firms, but insist

upon these guarantees being backed by an approved Japane

ese bank, and decline to accept the endorsement of any

of the British banks in Japan, whether locally represent-

on the letters of guarantee, the rate on which as at

first proposed was excessive, but I understand that a
